Greenbelt Alliance Endorsed: La Vista Residential

We are thrilled that the Hayward City Council approved the La Vista Residential Project by Eden Housing and The Pacific Companies’ (TPC)! After careful review, Greenbelt Alliance endorsed the proposed La Vista Residential Project, an infill and mixed-use development that will feature 100% affordable housing, a new school, and a new public park. 

Being 100% affordable, the La Vista Residential Project will provide Hayward’s expanding population with access to much-needed affordable housing in the heart of the growing Mission Boulevard corridor. With more than 50% of renters in the City of Hayward being rent-burdened, the approval of this project directly benefits the local residents. This project will encourage a walkable and economically vibrant community for Hayward residents across the income spectrum. 

On September 28, the La Vista Residential project was evaluated and approved by the City Council, denying an appeal of the Planning Commission’s earlier decision to move ahead with the project. Now, it will move on to the next phase which consists of a City Council decision on the Disposition and Development Agreement (DDA). We hope that soon, more Hayward residents can enjoy new 100% affordable homes.

About The Development

The proposed residential development would sit on approximately 7 acres, providing 176 homes consisting of two five-story buildings on the southwest corner of the lot. The homes will range from studios, 1-to-3 bedroom apartments offering flexibility for households of various sizes. Additionally, all new homes will be offered to individuals or families earning between 30%-80% of the Area Median Income (as defined by the California Tax Credit Allocation Committee, or CTCAC), or approximately $32,000-$88,000 for a two-person household. The parcel group also includes some smaller residential lots which the developer intends to sell and contribute the sale proceeds as equity to the affordable housing project.

The project will be located on Parcel Group 3 lands in the Hayward hills, near the intersection of Mission Boulevard and Tennyson Road. The vast majority of the parcel group (over 20 acres) will be retained by the City as open space and become part of the future 50-acre La Vista Park. Multiple pedestrian trail entrances will be scattered throughout the parcel for access to high-quality open space. The park will include sports fields and courts, a yoga lawn, hiking trails, and an amphitheater. More information about the park can be found on the City of Hayward’s website.

More reasons why we endorse it:

  • The development is a short .5 mile walk to the nearby South Hayward BART station providing plentiful transit options for residents, students, and workers. 
  • Approximately 36,000 square feet will be dedicated to the school that will serve up to 384 students from preschool through 6th grade in addition to offering more jobs for local residents. 
  • The development will have an array of sustainable features such as all-electric buildings, EV charging infrastructure, and permeable pavement. It’s close proximity to high-quality transit and other services will aid in meeting the city’s Vehicles Miles Travelled (VMT) reduction goals and is exactly what Hayward needs to grow smartly. 

Due to this project’s commitment to affordability, close proximity to transit, and open space, Greenbelt Alliance believes La Vista Residential will be a stepping stone to creating thriving, resilient neighborhoods with ready access to transit and housing choices for all of the Bay Area’s people.
